Mahjong Card Game Rules: Cards vs Tiles

Mahjong card game rules depend on what “card” means. A deck printed with mahjong faces is a portable substitute for tiles. The American Mah Jongg annual card is a reference sheet. Mahjong solitaire is a matching puzzle. These are three different products and three different play experiences.

If your box contains 136 or 144 printed cards with dots, bamboo, characters, winds, and dragons, it probably substitutes for a Chinese-style tile set. If it contains jokers and flowers and mentions the NMJL, it may be intended for American play. Read the supplied rulebook before counting anything as missing.

Mahjong card order

There is no fixed order in the shuffled deck. “Mahjong card order” usually means how to inventory or sort it:

1. Dots or circles: ranks 1–9, normally four copies each.
2. Bamboo or bams: ranks 1–9, normally four copies each.
3. Characters or craks: ranks 1–9, normally four copies each.
4. Winds: East, South, West, and North, normally four each.
5. Dragons: red, green, and white, normally four each.
6. Bonus cards: flowers and seasons, if the chosen rules use them.
7. Variant cards: jokers, blanks, or publisher-specific helpers.

The 108 suited cards plus 28 honor cards form a 136-card base. Eight flowers and seasons produce the familiar 144-card Chinese set. See the exact tile-count breakdown.

How to play mahjong with a card deck

The deck does not define the rules by itself. Select one named ruleset—such as Hong Kong, Chinese Official/MCR, or a publisher’s beginner rules—and apply that ruleset consistently.

For a common four-sets-and-a-pair teaching game:

1. Shuffle the complete deck face down.
2. Deal 13 cards to each player; the dealer begins with 14.
3. The dealer discards one card face up.
4. On a normal turn, draw one card and discard one.
5. Depending on the agreed rules, claim the latest discard for a chow, pung, kong, or win.
6. Win with four legal groups plus one pair, subject to the variant’s minimum score or special-hand rules.

A chow is three consecutive ranks in one suit. A pung is three identical cards. A kong is four identical cards. Honors cannot form chows. The physical cards make concealed information easier to hold but do not erase scoring or claim restrictions.

This is a learning structure, not a universal rulebook. Riichi, MCR, Hong Kong, Taiwanese, and other variants score and restrict claims differently.

Handling differences from tiles

With cards, keep the discard area ordered so everyone can see what has been played. Turn exposed groups sideways or separate them clearly from the concealed hand. When claiming a discard, announce the claim before taking the card.

Cards are usually dealt from a face-down stock rather than broken walls. Replacement draws for kongs or bonus cards therefore need an agreed location, such as the end of the stock. Follow the deck publisher’s instructions; a replacement rule improvised midway can change probabilities and the final draw.

The American annual card is not a deck

American Mah Jongg uses a physical tile set plus an annual list of legal 14-tile hands. The reference card’s colored numbers describe suit relationships and group sizes. Players consult it while building a hand; nobody draws cards from it.

The National Mah Jongg League also sells a product called “Mah Jongg Playing Kards,” which is one reason search results can be confusing. Common mistakes

• Mixing scoring rules from one variant with the claims from another.
• Assuming every 144-card deck contains the same bonus cards.
• Using the four-sets-and-a-pair goal for American card-defined hands.
• Calling a discard silently or placing exposed sets where they look concealed.
• Treating a solitaire matching app as practice for four-player mahjong.

Before the first deal, state the variant, required winning score, flower handling, claim priority, and replacement-draw procedure. That 60-second agreement matters more than whether the pieces are cards or tiles.
